Acho que descobri a cartilha de "international affairs" que o Bush usa..

"Every state is absolutely sovereign in its internal affairs. But it implies that every state must do nothing to intervene in the internal affairs of any other. However, any false or pernicious step taken by any state in its internal affairs may disturb the repose of another State, and this consequent disturbance of another´s State´s repose constitutes an interference in that State´s internal affairs.
